Deputy Director/CSB Executive Director, Arlington Department of Human Services

Deborah Warren is an experienced behavioral health and human services administrator with 40 years of experience. She has a passion for ensuring that all persons have the opportunity to thrive. Since joining Arlington County’s Department of Human Services in 2017, she has played a leading role in enhancing services for clients supporting the Department’s mission to strengthen, protect and empower Arlingtonians in need.

Deborah is the Executive Director of the Arlington Community Services Board and oversees the Behavioral Health, Children and Families, and Aging and Disability Services Divisions. In her current capacity, she leads the County’s child care initiative and serves as Chair of the Community Management and Policy Team.

Before joining Arlington County, Deborah spent 32 years in the City of Alexandria where she retired as the first Director of the Center for Children and Families in the Department of Community and Human Services. Her accomplishments in Alexandria include the development of a geriatric mental health team, successful grant awards of $20 million, cross-system integration resulting in superior community-based care for children while saving $4 million annually, and support of the Children, Youth & Family Collaborative Commission which released the City’s first Children & Youth Master Plan in 2014. Born and raised in Boston, MA, Deborah received her bachelor’s degree from Cornell University and her Masters in Science and Social Administration from Case Western Reserve University. Deborah has a Diplomate in Clinical Social Work and is licensed in Virginia. She is thrilled to be joining the Board of the Campagna Center!
