Early Learning Center
The Campagna Early Learning Center at St. James provides high-quality early childhood education to preschoolers ages 2.5 to 5 years. At the Early Learning Center, children learn, grow, and thrive with educational experiences that promote school readiness and foster relationships with supportive childcare educators.
Monday – Friday 7:00 a.m. – 6:00 p.m.: Part-time, full-time, and year round options!

Age requirements: 2.5 to 5 years old (child must be potty-trained)

Early Head Start
Early Head Start is a year-round program, serving children ages zero to three and expectant mothers. Offering a comprehensive range of services, the EHS program builds social, emotional, intellectual, and physical skills in infants and toddlers. Children and families also receive ongoing health and nutrition services, including medical and dental exams. Parents are also able to benefit from the support of Family Service Specialists, who assist parents with their own educational and vocational goals.
Early Head Start provides services in three different ways to meet the individual needs of children and families:
- Center-based – Operating in spaces donated by Alexandria City Public Schools, children are enrolled in a full-day program designed to foster all aspects of development. This service option is especially beneficial for parents who are employed and/or in school full time.
- Home-based – On a weekly basis, a highly-qualified early childhood professional visits families in their homes, working with parents and children together to support all aspects of development. Group meetings with other parents receiving similar services are offered twice a month to help parents develop relationships with other families.
- Family Child Care Providers – Offered to infants and toddlers of working families or parents who attend school full-time. Staffed by licensed family child care providers, these services foster all aspects of child development.
Hours & Locations
Early Head Start is a full year program that closes for two weeks in the summer. Hours of operation are from 8:30 a.m. to 3:00 p.m.
Eligibility and Registration
Early Head Start accepts 160 children. Eligibility is determined based on income and family need, with a priority placed on teen parents. Eligible families not accepted due to limited space will be offered a spot on the waiting list for that year.

- Birth Certificate (or a Certified Birth Certificate) or Passport for the child
- Proof of Guardianship/Foster Care if applicable
- Income Verification
- Please supply the following recent documents
- 2022 Income Tax Form 1040 or
- 2022 W-2 or
- 2 recent consecutive pay stubs or
- Supplemental Security Income (SSI) and/or
- Temporary Assistance for Needy Families (TANF) or
- Notarized Income Verification or
- Unemployment Compensation or
- Foster Care Reimbursement
- Please supply the following recent documents
- Residency Verification
Registering adult must provide the following three (3) documents: All documents must be the original copy (current within the past 60 days) & clearly notes the parent/legal guardian name and Alexandria City address.- Category A – one (1) document:
- Lease Agreement
- Deed (with copy of property tax)
- Mortgage contract
- Category A – one (1) document:

- Utility bill (water, gas, electric, cable, and/or landline phone)
- Current personal Alexandria City property tax bill/receipt
- Mailed letter from a government agency (TANF, HUD, ARHA, IRS, etc.)

- 2 consecutive bank statements (mailed)
- Latest federal/state income tax return noting the City of Alexandria address

Shared Housing Residents: If the parent/guardian is living in a shared housing, a notarized Residency Verification A/B form will be required with a copy of the homeowner’s mortgage, deed or a copy of the lease with whom the student and parent are living. Additionally, you will be required to provide two supporting documents (in the parent’s legal guardian’s name) as listed above.
o Residentes de vivienda compartida: Si el padre/tutor vive en una vivienda compartida, se requerirá el formulario de verificación A/B de residencia notarizada con una copia de la hipoteca, la acción o una copia del contrato de arrendamiento con el que viven el estudiante y los padres. Además, se le pedirá que proporcione dos documentos justificativos (a nombre del tutor legal del padre) como se indica anteriormente.

Alexandria Head Start
Alexandria Head Start (AHS) promotes kindergarten readiness for children from three to five years of age. The program promotes literacy and mathematics skills, as well as children’s social-emotional, intellectual, and physical well-being. Children and families also receive health and nutrition services and support for growth and development through community resources. Parents are also able to benefit from the support of Family Service Specialists who assist parents with their own educational and vocational goals.
Like Early Head Start, AHS services are provided at several sites across the city as a result of partnerships we have developed with the City of Alexandria, Alexandria City Public Schools, and two faith-based institutions (St. Paul’s Church and Fairlington United Methodist Church).
Hours & Locations
Alexandria Head Start runs from September to mid-June. The program hours of operation are 8:30 a.m. – 3:00 p.m. There are currently 7 sites across the city of Alexandria; however sites may vary from year to year.

Alexandria Head Start serves 309 preschool children. Annual registration fairs are held in March. Low-income families and families of children with special needs in Alexandria are invited to register. Eligibility is determined based on income and family need.
